Classification of certificates of origin

China's Certificate of Origin (CO) is mainly divided into the following categories, based on different purposes and issuing agencies:


1. Non preferential certificate of origin
*A Certificate of Origin (CO) is generally issued by the China Council for the Promotion of International Trade (CCPIT) or customs.. Used to prove that the goods originate from China, but do not involve tariff preferences, and are suitable for general international trade clearance.
*Certificate of Processing


Prove that the goods are only processed and assembled in China, and the raw materials are not completely original.


*Certificate of Re export


Used to prove that the goods are re exported through China and originate from a third country.


2.Preferential Certificate of Origin (eligible for tariff reduction)
* *Generalized System of Preferences Certificate of Origin (Form A)


Issued based on the Generalized System of Preferences (GSP) policies of developed countries such as the European Union and the United Kingdom, but some countries have already cancelled their GSP treatment for China (such as the EU after 2021). Issued by customs.


* *Regional preferential certificate of origin:


China can enjoy tariff preferences when signing free trade agreements (FTAs) with specific countries or regions:


*Asia Pacific Trade Agreement Certificate (Form B): Applicable to member countries such as India, South Korea, Bangladesh, etc.


*China ASEAN Free Trade Area Certificate (Form E): Applicable to the ten ASEAN countries (Thailand, Singapore, Indonesia, Vietnam, Malaysia, Philippines, Brunei, Cambodia, Laos, Myanmar).


*China Chile Certificate (Form F)


*China Pakistan Certificate (Form P)


*China New Zealand Certificate (Form N)


*China Singapore Certificate


*China Peru Certificate (Form R)


*China Costa Rica Certificate (Form L)


*China Switzerland Certificate (Form S)


*China Iceland Certificate (Form I)


*China Korea Certificate (Form K)


*China Australia Certificate (Form AUS)


*RCEP Certificate of Origin: Applicable to member countries of the Regional Comprehensive Economic Partnership Agreement (such as Japan, ASEAN, etc.)..


*ECFA Certificate of Origin: Used for the Cross Strait Economic Cooperation Framework Agreement (Mainland China and Taiwan).


3.Special Certificate of Origin
*Certificate of Tobacco Origin: Specially designed for exporting tobacco and issued by customs.
*Kimberley Process Certificate: Used for rough diamond trade and meets international conflict diamond control requirements.


*Certificate of Origin for Handicraft Goods: certifies that the goods are handmade..


Issuing Authority
Chinese Customs: Responsible for preferential certificates of origin (such as Form A, FTA certificates) and special certificates (such as tobacco and Kimberley)..

China Council for the Promotion of International Trade(CCPIT): Responsible for general certificates of origin (CO) and some international business certificates, such as customs clearance at destination ports for Chinese exports to the Middle East. In addition to CO, CCPIT is usually required to stamp and prove the authenticity of commercial invoices or packing lists.
